send_file sends an empty file (0bytes)

Hi
I have files on my system that I need users to be able to download
files. (I'll worry about auth a bit later).
I pass send_file /the/full/path/to_file.txt and it sends a file named
to_file.txt to the browser but the file has no contents. I can't
figure this out for the life of me.
Any suggestions about why this isn't working?
