toc clicking section name link

hey there,
at toc when clicking the section headers links e.g when clicking Front Matter it gets to Contribuyents.

Same happens with other section headers

The section header was sending you to the first available page. I changed that by letting you generate a chapter TOC.
Look at the rake tasks. I should probably lock it to only generate 1 language tho. (I wrote it to generate all the tocs for all the chapters in all languages)

However, the nav buttons are now broken :p
