The intent of the Turf Replacement program is to have businesses remove their existing grass and to replace it with organic, drought tolerant landscaping. Please note, synthetic turf is not an approved conversion option for this program. Following the success of other incentive programs focusing on landscaping and turf grass removal, the Turf Replacement program aims to combine turf removal, irrigation modification and rainwater retention or filtration to support reuse or soil absorption of rainwater. The Turf Replacement program is a two-part application process. In order to receive a rebate, you must apply to reserve rebate funds prior to starting your project. After the reservation, you will have 180 days to complete the project and submit your request for a rebate. Metropolitan Water District is offering a rebate of $2.00 per square foot up to 50,000 square feet of conversion per meter per year. Your water agency may offer an additional rebate incentive. Rebate amounts are subject to change at any time and are based on availability at the time of application approval. Chloe, it sounds like you may be getting inaccurate product information claims from a manufacturer. Products cannot be "certified" under LEED, only buildings can. I have seen this before where the manufacturer labels a product as "LEED Certified" when they really mean that they think it can contribute to a credit within the LEED rating systems.
Ok,I translated the page to English (WAY too rusty on my French to attempt it on my own), and see one bulleted item claiming "Meets LEED standards." My guess is, since they're also claiming "5 cultivars" this means that it may not be a monoculture, and if that's true, it would have qualified as vegetated area for a v2009 project. For v4 projects, however, I believe the option to have non-monoculture turf areas counted as vegetated space has been removed, regardless of how many cultures make up the turf areas. So, for v4 you can still count turf areas as open space, but it does not count towards the vegetated space calculations.
Chelsea, I'm looking at v4.1 changes too...based on their language, and LEEDuser's additional interpretation, it appears they're re-allowing turf grass under the restriction that it must be "planted with two or more types of vegetation", more similar to the rules that were in place in v2009.

In 1983, the company relocated to its present location in the Gage County Industrial Park in Beatrice. At that time, the company focused on manufacturing a line of mid-size walk-behind mowers and turf rakes. In 1987, due to the rapidly growing turf care equipment market and the competitive nature of that market, the product line was expanded to include commercial riding mowers. Exmark sells its products through a network of dealers.
Water is a valuable resource in Montrose County. This program repays landowners who replace their turf grass with drought tolerant landscaping. This program reimburses approved landowners for up to $2,000 in project costs. This year, Montrose County, the City of Montrose and State of Colorado have all contributed to the funding pool. Anyone who wants to participate in the program needs to submit an application. Applications are rated on how well the proposed project meets the listed criteria. Not all applications will be selected for the rebate program.
Selected applicants will have through October 31st to complete their projects. Applicants will be reimbursed following the completion of the project. A Montrose County staff member will do a final staff visit before releasing reimbursement.

The Colorado Water Conservation Board has launched funding to support new and existing community programs aimed at helping eligible entities replace nonessential turf in order to reduce outdoor watering, per legislation passed in 2022.
Single family homeowners, HOAs, or other groups who do not regularly work with water resources or conservation and who do not have the capacity to support community-scale turf replacement are not eligible to apply. They may be able to obtain funding by working with an eligible entity who has received funding (e.g. water utility).
CWCB is planning two funding cycles in 2023. The first intake process runs from January 25 - March 31. The second runs from July 1 - September 30. If funds remain, CWCB will consider additional funding cycles.
