I've just had my Arduino board replaced due to having an issue with the prior board. However when I connect the new board, everything seems to work except for the bed heater. I've checked to ensure the board is getting 24 volts to the heater contacts, an it is, however at the heater connection, no voltage is supplied when the bed heater is activated in Ponterface. I am using Arduino 1.0.4, with the Marlin download from Makers tool works. Not sure if the new board has an issue, or if it is a software gliche. I am getting heat to the extruder, so there is voltage getting to these contacts, just not the bed heater connection.

Hopefully it will help someone else, however the fix to this was to ensure that the bed thermistor is plugged into T2 on the board. If this is not plugged into this port, the heater will not power.

That is a safety feature to prevent the bed from overheating if the thermistor is disconnected.
