Need advise to solve problem

Hi , 
After most of search i can not resolve my problem, any advise much appropriate .

Some information :

Firmware : Marlin 
Host software : Pronterface
Slicer : Slic3r
Y Axis Motor Nema 23 19.5 Kg 2.2Amp
Moro drive : DIV268N - 5A

All wire cheked : OK
Step : Full Step

In firmware :
#define DEFAULT_AXIS_STEPS_PER_UNIT   {80.0000, 640.0000, 320.0000, 28.5000, 28.5000,80.0000 }
#define DEFAULT_MAX_FEEDRATE          {5000, 500, 2000, 23,}
#define DEFAULT_MAX_ACCELERATION      {1000, 1000, 300, 2000, 2000}

in Y Aaxis using Leadscrew 1.25mm pitch

All Setting for feedrate , acceleration , jerk , step_mm , etc. im change and store in eeprom

In general in pronterface X/Y set to 3000 mm/min , in slic3r Travel speed set to 60 mm/s for fast print 

I CAN NOT RUN MY Y AXIS MORE THAN  400mm/min on Y axis in pronterface , if go more than 400mm/min motor not moving and making loud sound
convert mm/min to mm/s 
400 mm/min = 6.6mm/s 
Fast print = 60 mm/s
Normal = 50 mm/s
Slow = 40 mm/s
My machine = 6.6mm/s !!!!
and i have this problem only in my Y axis with such motor .

where problem is shows , slicer make G-code set F depence on speed and Y axis on my machine can not handle such speed .  .

I change motor same result , check electrical board circute it is fine , change stepper driver same result , checked wit A4988 max v and DRV8825 ,max V same result .
changed DEFAULT_MAX_ACCELERATION for Y axis from 10mm/s^2 to 100mm/s^2 no change .
Jerk changing from 1 to 20 nothing change . 
replace motor with nema 23 29.5 Kg same result . 
Nema 17 same result

i really dont know what shall i do to fix this issue .

Have you replaced your Y axis belts with a leadscrew? Perhaps having your Y steps/mm set to 640 instead of 80 might have something to do with it...

Furthermore, 80 steps/mm is for x16 microstepping (given 20Tx2mm pulleys and 200 step motors), if you go full step it's more like 5 steps/mm...
