Israel accused of using flechette weapons on
Palestinian civilians

The Israeli military has been
accused of using flechette shells during its offensive in Gaza, which can cause
widespread harm and death to civilians. The weapons, though legal in Israel and
internationally, have been slammed as inhumane by rights groups.
The munitions are normally fired by
tanks and contain thousands of small darts, which are released when the shell explodes
in midair. The flechette shells are only four centimeters in length.
The Palestinian Center for Human Rights (PCHR) reported that Israel has already
used six shells, which were fired towards the village of Khuzaa in the Gaza
Strip. Nahla Khalil Najjar, a 37 year-old women, suffered injuries to her
chest, it said. PCHR provided a picture of flechettes taken by a fieldworker
last week, the Guardian reported.
The Israel Defense Forces have not denied using the shells during the two week
long conflict. "As a rule, the IDF only employs weapons that have been
determined lawful under international law, and in a manner which fully conforms
with the laws of armed conflict," a spokesman for the Israeli army
stated.
The shells are not illegal under international humanitarian law, while the
internet site, electronicintifada, which champions the Palestinian cause,
reports that Israel has been using the munitions since March 2000. Flechette
shells were declared legal by the Israeli Supreme Court in 2002.

However, a 2011 report by the
Israeli human rights group B’Tselem described them as carrying “a
particularly high danger of harming innocent civilians”. The group
describes the explosives as ‘an anti-personal’ weapon. Once fired the metal
darts can disperse in a conical arch 300 meters long and about 90 meters wide.
Therefore they can cause widespread civilian casualties if used in a built up
area, such as Gaza.
B'Tselem added, "other rules
of humanitarian law render their use in the Gaza Strip illegal. One of the most
fundamental principles is the obligation to distinguish between those who are
involved and those who are not involved in the fighting, and to avoid to the
extent possible injury to those who are not involved. Deriving from this
principle is the prohibition of the use of an imprecise weapon which is likely
to result in civilian injuries."
Meanwhile, US Secretary of State John Kerry was overheard on Sunday expressing
what appeared to be pointed concern over the deaths of civilians during an
Israeli offensive in Gaza.
In a conversation caught on an open microphone before an interview, Kerry made
what seemed to be a sarcastic remark about Israel's insistence it was doing its
utmost to avoid civilian casualties in operations against Hamas militants.
"It's a hell of a pinpoint operation. It's a hell of a pinpoint
operation," he said during the call, which was broadcast on Fox News
Sunday.
On Sunday, more than 60 Palestinians, including women and children, were killed
as Israel shelled a Gaza neighborhood and battled militants. Thirteen Israeli
soldiers also were killed.

The British Labour Party opposes
Israel’s offensive in Gaza, party leader Ed Miliband has said.
The UK's leader of the opposition ,
who has Jewish origins, told the Huffington Post that the ground invasion would
likely help Hamas recruitment efforts and undermine Israel’s reputation in the
international community.
The comment came as Miliband met President Obama in Washington on Monday, where
he said the crisis was one of the many issues discussed.
"We oppose the Israeli incursion into Gaza," Miliband told
reporters.
He also expressed concerns about the number of civilian casualties, which
currently has surpassed 600 since the invasion began last week, and urged
Israel not to escalate the violence in Gaza.
“I defend Israel's right to defend itself against rocket attacks. But I
cannot explain, justify or defend the horrifying deaths of hundreds of
Palestinians, including children and innocent civilians" he said.
Miliband, who is Labour’s first Jewish leader and an ardent supporter of
Israel, said the conflict was the result of a ‘broken peace process’ and
reaffirmed the need for a two state solution.
“I genuinely believe there is not another possibility" he
commented.
While Ed Miliband has stated that he is an atheist with ‘deep respect for
religion’, he comes from a Jewish background in Eastern Europe.
His father, Ralph Miliband, was a prominent Marxist academic, who fled from
Nazi Germany to Britain in the 1940s and served in the Royal Navy during the
second world war.

Russia has released military monitoring data, which shows Kiev military jets
tracking the MH17 plane shortly before the crash - and posed yet another set of
questions to Ukraine and the US over the circumstances of the tragedy.
Military officials – chief of General Staff of the Armed Forces Lt. Gen.
Andrey Kartopolov and chief of the Air Force Main Staff Lt. Gen. Igor Makushev
- posed a number of questions to Kiev and Washington concerning the possible
causes of the catastrophe in Eastern Ukraine that killed almost 300 people last
Thursday.
1. Why did the MH17 plane leave the international corridor?
“Please note that the plane stayed within the corridor until it reached
Donetsk but then it deviated from the route to the north,” said Kartopolov.
2. Was MH17 leaving the route a navigation mistake or was the crew
following instructions by Ukrainian air traffic controllers in Dnepropetrovsk?
“The maximum deviation from the left border of the corridor was 14 km.
Following that, we can see the plane maneuvering to return to the corridor, yet
the Malaysian crew did not get a chance to complete the maneuver. At 17.20, the
plane began to lose speed, and at 17.23 it disappeared from Russian radars.”
3. Why was a large group of air defense systems deployed to the
militia-held area if the self-defense forces have no planes?
“As far as we know, the Ukrainian military had three or four air defense
battalions equipped with Buk-M1 SAM systems deployed in the vicinity of Donetsk
on the day of the crash. This system is capable of hitting targets within the
range of 35 km at the altitude of up to 22 km.”
4. Why did Kiev deploy BUK missile systems on the edge of
militia-controlled zones directly before the tragedy?
“We have satellite photos of the places where Ukraine had its air defense
units deployed in the southeastern parts of the country. The first three photos
were made on July 14. The first photo shows Buk launchers 8 km northwest of
Lugansk. You can clearly see a TELAR and two TELs. The second photo shows
radars 5 km north of Donetsk. You can see two TARs along with other equipment
and technical structures. The third photo shows air defense systems north of
Donetsk. You can clearly see a TELAR launcher and about 60 military and
auxiliary vehicles, tents for vehicles and other structures.
“Here’s a photo of the same area made on July 17. Please note that the
launcher has disappeared. The fifth photo shows a battery of Buk missiles at
the village of Zaroshchenskoye 50 km east of Donetsk and 8 km south of
Shakhtyorsk on the morning of the same day. The sixth photo shows the same area
on July 18. As you can see, the battery has left.”
5. On the day of the crash Kiev intensified Kupol-M1 9S18 radar activity,
key BUK system components. Why?
“Also, July 17 saw increased activity on the part of Ukraine’s Kupol-M1 9S18
radars, which are part of the Buk system. Here on this chart you see that there
were seven radars operating on July 15, eight radars operating on July 16, and
nine radars operating on July 17 in the area. Then, starting with July 18, the
intensity of radar activities radically decreased, and now there are no more
than two or three radars operating a day. The reason behind this is yet to be
found.”
6. What was a military plane doing on the route intended for civilian
flights?
“There were three civilian planes in the area performing their regular
flights at this time. There was a flight from Copenhagen to Singapore at 17:17,
there was a flight from Paris to Taipei at 17:24, and then there was the flight
from Amsterdam to Kuala Lumpur.”
“Also, Russian monitoring systems registered that there was a Ukrainian Air
Force jet, probably Su-25, climbing and approaching the Malaysian Boeing.”
“The Su-25 was 3-5 km away from the Malaysian plane. Su-25 is capable of
climbing to the altitude of 10,000 meters for a short period of time. Its
standard armament includes R60 air-to-air missiles, which are capable of
locking and hitting targets from 12 km and which are guaranteed to hit the
target from the distance of 5 km.”
7. Why was the military jet flying at so close to a passenger plane?
“At 17:21’35, with [the Boeing’s] velocity having dropped to 200 kilometers
per hour, a new mark detecting an airborne object appears at the spot of the
Boeing’s destruction. This new airborne object was continuously detected for
the duration of four minutes by the radar stations Ust-Donetsk and Buturinskaya.
An air traffic controller requested the characteristics of the new airborne
object, but was unable to get any readings on its parameters – most likely due
to the fact that the new aircraft was not equipped with a secondary
surveillance radar transponder, which is a distinctive feature of military
aircraft,” said Makushev.
“Detecting the new aircraft became possible as it started to ascend. Further
changes in the airborne object’s coordinates suggest that it was hovering above
the Boeing 777’s crash site, monitoring of the situation.
“Ukrainian officials earlier claimed that there were no Ukrainian military
aircraft in the area of the crash that day. As you can see, that is not true.”
8. Where did the launcher – from the video circulated by Western media and
showing a Buk system being moved allegedly from Ukraine to Russia – come from?
As the video was made on the territory controlled by Kiev, where was the
launcher being transported?
“I’d like to say that the information we have presented here is based on
objective and reliable data from various technical systems – unlike the
groundless accusations made against Russia,” said Kartopolov.
<p> “For example, media circulated a video
supposedly showing a Buk system being moved from Ukraine to Russia. This is
clearly a fabrication. This video was made in the town of Krasnoarmeisk, as
evidenced by the billboard you see in the background, advertising a car
dealership at 34 Dnepropetrovsk Street. Krasnoarmeisk has been controlled by
the Ukrainian military since May 11.” </p>
“For example, media circulated a video supposedly showing a Buk system being
moved from Ukraine to Russia. This is clearly a fabrication. This video was
made in the town of Krasnoarmeisk, as evidenced by the billboard you see in the
background, advertising a car dealership at 34 Dnepropetrovsk Street.
Krasnoarmeysk has been controlled by the Ukrainian military since May 11.”
9. Where is it right now? Why are some of the missiles missing on the
launcher? When was the last time a missile was launched from it?
10. Why haven’t US officials revealed the evidence supporting claims that
the MH17 was shot down by a missile launched by the militia?
“US officials claim they have satellite photographs proving the Malaysian
airliner was shot down by a missile launched by the militia. But no one has
seen these photographs so far. As far as we know, there was indeed a US
satellite flying over southeastern Ukraine on July 17 from 17:06 to 17:21
Moscow time.
“This satellite is part of an experimental system designed to track and
monitor the launches of missiles of various ranges. If our US colleagues have
imagery from this satellite, they should release it for the international
community to examine it in detail. This may be a coincidence, but the US
satellite flew over Ukraine at exactly the same time when the Malaysian
airliner crashed.”
This is not the first time Russia
brings
up questions on the plane crash. No explanations have followed with Kiev
insisting they have full evidence of Russia being behind the attack, but so far
only releasing
tapes.
The USA, putting the blame on the self-defense forces, has yet refused to
release any intelligence material. On Monday State Department Deputy
Spokesperson Marie Harf described Russia’s statements as “propaganda and
misinformation” - but when reporters asked her whether Washington would be
releasing their intelligence and satellite data, Harf only replied "may
be." So far the US has been backing its statements by social media
and "common sense."

China secures Venezulan oil and gold deals, as
President visits L.America

Chinese President Xi Jinping has
signed a row of oil and mineral deals with Venezuela. The Chinese leader is on
a four-country tour of Latin America aimed to increasing influence in the
region.
The 38 economic agreements are
related to the production and development of Venezuelan oil and agriculture, as
well as social and cultural expansion, says the BBC. The deals provides a
credit line of $4 billion in return for Venezuelan oil and oil products, as
well as allocating $691 million to explore Venezuela's gold and copper
reserves, and an agreement to develop the countries' third jointly-owned
satellite.
China is the second-largest market
for Venezuelan oil after the United States.
The underlying purpose of the visit
has been to secure more natural resources from Latin America to fuel China's
long term economic expansion, BBC cites analysts. The Venezuela negotiations
were preceded by visits to Brazil and Argentina.
At the BRICS summit in Brazil the
Chinese leader, along with the other emerging powers Brazil, Russia, India and
South Africa, launched a $100 billion BRICS Development Bank and a reserve
currency pool worth over another $100 billion. Both will counter the influence
of Western-based lending institutions and the dollar.
The next stop was Argentina where
President Xi Jinping agreed an $11 billion currency swap and extended
much-needed investment to President Cristina Kirchner. Argentina’s economy has
been locked out of the international capital markets since defaulting on its
debt in 2001, and is staring down the possibility of another default.
After Venezuela the Chinese leader
arrived in Cuba on Tuesday where he is meeting President Raul Castro on the
last stop of his four-country visit to Latin America.
Xi Jinping hopes to expand political
and economic ties in the other communist nation. The island has had close
political ties with China for decades, and was granted generous trade credits
in the past.
Chinese trade with Latin America has
grown rapidly reaching $261.6 billion in 2013. It is now the second-largest
trading partner in Argentina and Cuba, and has been Brazil's largest since
2009. To compare, in 1990 China was ranked 17th on the list of Latin American
export destinations.
Blood for gas: Why Bibi is punishing Gaza

So Bibi’s got his brand new war. Operation Protective Edge, the current slow
motion ethnic cleansing super production conducted in Gaza by the Israeli
Attack, sorry, Defense Forces (IDF), is Israeli Prime Minister Bibi Netanyahu’s
wet dream.
A quick recap is essential. US Secretary of State John “Bullhorn”
Kerry was conducting a sham exercise known as “peace talks” between
Israel and Palestine. As expected, it failed miserably. Hamas and the PLO in
Palestine then formed a technocratic unity government. Bibi was, predictably,
furious.
Then two Palestinians – not Hamas – kidnapped three Israeli teenager settlers
hitchhiking at night near Hebron. One of the hitchhikers somehow managed to
call an Israeli police emergency number on his mobile. The kidnappers freaked
out and shot the hitchhikers on the spot, dumping their bodies.
Then all of Israel freaked out. For three weeks, tens of thousands of
soldiers were involved in search parties. The media went berserk – immolating
Palestinians in a racist funeral pyre.
There’s wild speculation all across the Arab street this has been an Israeli
false flag. Evidence, though, seems to point to the 10,000-strong Qawasmeh
tribe in the Hebron region – which is known historically to openly antagonize
Hamas and attack Israeli settlers. There’s also the possibility the kidnappers
wanted to use the hitchhikers for an exchange with Palestinian prisoners.
Bibi and Shin Bet military intelligence knew from the start the three
settlers were
dead – and who was
responsible. But Bibi simply could not pass up the opportunity to use the
incident – during the frenzied three-week search – as a build-up to go after
Hamas in both West Bank and Gaza, an operation planned way in advance.
This past Tuesday, the Israeli military spelled it all out:
“We have
been instructed by the political echelon to hit Hamas hard.” And in
perfect Newspeak, the operation was branded a
“just war.” (A detailed

Israel wants it all
The numbers don’t do justice to the appalling carnage. By Monday, over
northern Gaza, after Israel warned residents to leave the area to avoid
airstrikes, at least
167
people were killed – the majority of them women, children and
elderly civilians, 30 by Israeli rockets – and over 1,000 injured. Two hundred
houses, not military installations, were totally destroyed and over 1,500
houses partially damaged.
Compare it to zero deaths in Israel. An IDF spokesperson gruesomely boasted
that Gaza – a de facto slum/concentration camp – was being bombed every 4 1/2
minutes.
Each homemade rocket fired by the Palestinians cost less than $1,000.
Meanwhile, a single Israeli Iron Dome missile supposed to intercept them costs
up to $100,000 (without including the launching and control systems). On top of
this, since Thursday a ground invasion has been dubbed “imminent.”
That Bibi is able to get away with this is all the Arab street – and most of
the Global South – needs to know about America’s battleship/aircraft carrier in
the Middle East. What most people don’t know about is those 1.4 trillion cubic
feet of natural gas, worth at least $4 billion, discovered 14 years ago off the
Gaza coast.
It’s easy to forget that at the time of Israel’s previous invasion of Gaza –
Operation Cast Lead – gas fields in Palestine were outright confiscated by
Israel. This
“operation” was already an
energy war, as Nafeez Ahmed
analyzed
here.
Then there is the Bigger Picture - the 122 trillion cubic feet of gas plus
the potential 1.6 billion barrels of oil in the Levant Basin spread over the
territorial waters of Israel, Syria, Lebanon, Cyprus and – of course – Gaza.
These waters are as incandescently disputed as rocks and shoals in the South
China Sea. Needless to say, Tel Aviv wants it all.

Even Tony Blair, the Phantom of the Opera, is
involved. As the (failed)
Quartet Middle East envoy, Blair came up with the brilliant plan of
“developing”
the Gaza gas fields via an agreement between British Gas and the Palestinian
Authority, totally excluding Hamas and the people of Gaza.
The way Gaza is kept as a concentration camp, subjected to non-stop
collective punishment, may be revolting enough. But then it must be added the
key economic component: by all available means Gazans must be prevented from
accessing the Marine-1 and Marine-2 gas fields. These will be gobbled up by
Israel. From every angle, and for all practical purposes, Israel lords over all
Palestinian natural resources – land, water and energy.
So here’s the “secret” of Operation Protect the Zionists, sorry,
Protective Edge: without smashing Hamas, which controls Gaza, Israel cannot
drill off the Gaza coast. For Bibi as well as the Knesset, the possibility that
the Palestinians could have access to their own gas-generated wealth is an
absolute red line.
And the EU may be on it as well. No one in Brussels will admit it, but it’s
easy to conceive “strategists” regarding this takeover of Palestinian
gas fields opening the door in the future for the EU being less dependent on
Gazprom, and a substantial importer of (stolen) Israeli gas.
Israel’s Newspeak is old news; after all they are masters of fooling no one
but themselves.
Expanding on what Michael
Klare has brilliantly detailed, the new, open-ended, collective punishment
inflicted on Gaza is most of all a blood-for-gas energy war.
