ROSCO line voltage

Hello, do you know what is voltage of rosco line at idle? is it high or low. I have issues diagnosing my range rover which has ROSCO diagnostics line from OBD port, pin nr 8 to IC gateway to K Line modules. I have oscilloscope, but it does not show much activity on that line.
