So what is "remote-image-cache" exactly?

Is this just a cache of the images that i view on memento that are on google drive?

if that is the case how can I move it to an external SD card on my phone?

This folder is 1.9GB of my phone's memory, an absolute waste of space.

You can empty the cache at any time by using device settings > application manager > Memento > clear cache
You can also use device settings > application manager to move the app to the external sd card. 
Remember to backup first.

Just delete the folder. It is the cache of images which is stored in the internal memory, cannot be deleted with built-in tools, doesn't want to move to extSD and may contain obsolete files. When you delete it and open a library, the needed images will be restored there. I hope the developers would change the cache path some how some day, so it is stored in the proper place rather than in the internal memory only.
