You do not need to buy a new license. Google Play records that you have paid and you can install paid-for apps to a new device.

Backing up: If you have set the "copy to storage" function, linked files will be copied to the file storage folder (normally /memento/files) and will be backed up with the rest of memento.
However, if you have not set this, files that are external to memento, i.e. files that are not in the /memento/files directory will need to be backed up separately, and restored separately.

In any case, it would be wise to keep a copy of the entire /memento directory tree and its contents, just in case.

Method 1; backup the entire database:

Open Memento > Menu > Settings > Backup
This will create a file named "memento_backup.db" in the memento/backup directory.
Save this file to an external device.

To recover, after reinstalling:
Copy the saved backup file to the memento/backup directory
Open Memento > Menu > Settings > Restore > select "memento_backup.db"

Remember to restore any external files to their correct locations.

Method 2; backup individual libraries.

For each library
Lets assume a library named "Inventory"
First save the structure: Open the library > Menu > Edit the library > Menu > Export > Save
This will create a file  named "inventory.template".

Next save the contents: With the "Inventory" library still opened > Menu > Settings > Export to CSV
This will create a file "inventory.csv"

Repeat this for every library you want to back up, and save all the template and csv files to an external device.

To recover, copy the template and csv files from the external device to your /memento directory.
Then, open Memento > + > Add Library > Custom > Import
Select the relevant template, (in our example "inventory template")
You will need to retype the library name > done

Open the newly created library > Settings > Import from CSV > choose the appropriate csv file > Import.
Your library will now have the restored data.

You will need to repeat this for each library.

Method 3; link each library to Google Docs.

Open the library > Menu > Link to Google Docs

This method backs up images as well, but I cannot confirm if it backs up other linked files.

You can restore by; + > Add Library > From Google Drive
