Download Memento Database extention: http://mementodatabase.com/chrome/memento_3.8.1_chrome.zip
Unpack the extension archive.
In Chrome, Open the extensions page (chrome://extensions/)
Click the “Developer mode” check-box
Click “Load unpacked extension”
Navigate to the extension’s folder and click OK

And then followed with the list of instructions for users of Windows/Linus for Chrome Browser using ARC (not Mac).
First, some actually do, and the first instructions were for them. Am I incorrect in my understanding that the second instructions make it work using a Chrome browser on a Windows PC?
Though I read thoroughly, I did not try it yet, so perhaps I'm missing something. The second instructions do not require ChromeOS (by definition, since it is Windows).
It is usually frowned upon when devs use additional dependencies because note you have to worry that one of them gets updated and breaks functionally and the you have to wait until it is fixed which you can't control.
