Add rate limiting to Web Forms to prevent spam

In Web Forms, an option is needed to limit submissions per hour/day.
This would help prevent spam submissions in the database.
For example, there could be options such as 1, 2, 3, etc. submissions per hour/day, as well as a “No limit” option.
