I don't have iOS, but on Android and also the desktop edition, the group that libraries fall into by default is called My Libraries. Maybe it's called Local on iOS?
My Libraries is followed by the 20 groups I created myself, then Favorites, then categories that are not really groups per se, but special ones like History, Recycle Bin, Catalog Templates, Cloud Storage, Sync with Google, Settings, Help, and Upgrade. See the attached screenshots with the left-side menu pulled out.
Anyway, My Libraries is where libraries land on all platforms except maybe iOS. On mobile, the libraries you see are all local, and you go to Cloud Storage to see all of them in the cloud. On desktop, it's all together, but if you right-click on a library that hasn't been downloaded, a different menu pops up that allows you to download the library.
