Python code for datetime negotiation

The recent post about `pywb` [1] reminded me that a few months ago I did
a little work to extend some old (2012) work by Richard Jones on a
python library for content negotiation [2]. I added datetime negotiation
per Memento/RFC7089 and am using the code, termed rather unoriginally
`negotiator2` [3], in experiments with the Fedora API specification [4].
