When I posted an event through the web page interface, it always asked me to announce it to the group. I have posted a years worth of events and, while I would not want to have sent them all out at once, I cannot seem to find anything in the API which allows me to announce the event. I also don't see a way to announce updates, nor cancellations. Is there something I am missing?

Announcements haven't been asked for before but it can be added if its something you need it.

Also, I'm in the northeast and occasionally the weather would require a cancellation. Being able to announce when I put cancel in the title (or having a cancel API) would also be very helpful.

You are in luck. This is part of a feature in current development, event drafting. Announcing will most likely be part of that roll out.

Ideally there would be a way to say "Don't announce" and "don't ask again".  We generally do NOT announce events because we are so large that events already fill up fast... "announcing them" (i.e. emailing them to everyone) ticks off the people who show up after the RSVPs fill up.
