First question: are there any plans to change that policy soon? IMHO, it would make sense to allow the founder/organizer of any meetup to retrieve participants' email addresses.
Second question: do members of a Meetup Everywhere community share their email address by default, or the opposite? I'm guessing it's the latter. Just want to make sure.

Meetup usually does not expose our members' email addresses, either on
the site or through the API. The only exception, as documented on the
/2/members documentation at
http://www.meetup.com/meetup_api/docs/2/members/ is if you are the
founder of a Meetup Everywhere community and the member has explicitly
chosen to share their email address.
