Some Simlucast layers/streams not switching

Hi,

After reading your excellent blog post on simulcast , I was playing around with the echotest and videoroom demos on the janus website and notice that for simulcast, some of the layers/substreams do not get activated, on clicking the button to switch to them they are just stuck, is this field trial a possible cause?  I tried with both ?simulcast=true and ?simulcast2=true

I'm on Chrome 80 on Mac if it makes any difference. 

If this is normal behaviour where some layers/substreams cannot be switched to, is there are way to find out which layers are available and which are not.

Yes, Chrome now only sends two temporal layers apparently, so you'll only get TL 0 and 1, not 2.

Thanks for the clarification, 

I am seeing some weird behaviour with simulcast with the video room plugin and hope you could shed some light.

I am testing on the janus videoroom demo url with simulcast=true https://janus.conf.meetecho.com/videoroomtest.html?simulcast=true . When i publish and view the stream, only the substream S0 is available initially, when trying to change to S1, S2 , it just gets stuck. 

S1, S2 are not available for a long time(i tried switching to them for 4 mins and still both substreams were not available). Now if i restrict the bandwidth of the publishers to 2 Mbits, S1 is available after 10-30 seconds, S2 is available 10-20 seconds after S1 becomes available.

I tried with the echoroom plugin and all three substreams are available at start. I have tested with Chome 80 (Mac + Android), Firefox 74 (Mac)
