Probably a network error, is the server down?: Failed to fetch

I am continuosly facing this problem when I am trying to connect to janus server. "Probably a network error, is the server down?: Failed to fetch"I  have tried multiple ways but did not work. Kindly tell me where I need to correct?

You need a web server to serve the pages, you can't just open the HTML files from a folder.
