I'm guessing this is related to keepalive requests.  Is it possible that people who get slowlink are dropping / not responding to keep alive packets?  Is this something anyone else has experienced with a potential fix?

"slowlink" events notify about packet losses on the media channel. If those losses are caused by congestion, it may very well be that keepalives are lost as well, and the signalling channel (HTTP or WS) lost. Depending on what the slowlink is about (trouble sending or receiving) you should react by either decreasing your publisher bitrate, having other publishers send less stuff, or unsibscribe from something so that you receive less stuff.

Alright, I'll see if I can address the issue with adjusting bitrate causing audio/video to de-sync.  If keepalives are lost, there's no built-in method to re-establish the connection?

There's no problem in loosing keepalives, unless they result in a session timeout (no active request received for more than a minute, and that's what keepalives are for). You can try making keepalives more frequent to see if that helps. If a session timeouts, all its handles (and so PeerConnections) are destroyed.
