Subject: AusAID period offer in peace and conflict

Dear Pak Ilya,

I hope this email finds you well.

As you may know, I have now left RECOFTC and working for a small Australian based organization called IDSS (www.idss.com.au – please excuse the website as it is currently being upgraded). As part of my role as Manager – Environmental Programs for IDSS I am required to develop and ‘grow’ work in the NRM and environmental fields for IDSS. One possible area to help grow work in these areas for IDSS is through AusAID period offers.

AusAID Period offers are agreements between AusAID and contractors to provide short-term specialist services on an 'as required' basis (usually between one day and six months). Period Offers are awarded through a competitive tender process and agreements with successful companies are usually for terms of up to three years. Period Offers allow AusAID quick access to ‘pre-approved’ consultants and is AusAID’s preferred method for sourcing short-term consultants. While AusAID does not guarantee consultants any work for the duration of the Period Offer it also does not expect consultants to be always be available. The period offers are open to all nationalities and you don’t have to reside in Australia to be included in the period offer. It is a good way for consultants to access AusAID work. (More, but brief info is at: http://www.ausaid.gov.au/business/offer.cfm)

IDSS will be submitting bids for a number of AusAID period offers. The two that I will be involved with are:

1)            The Rural Development and Environmental Services Period Offer – AusAID is seeking a panel of experts will provide advisory services on the following; mitigating greenhouse emissions, adapting to climate change, management of water resources, livelihood protection, and rural enterprise development. More documents expected from AusAID in the coming weeks.

2)            Peace and Conflict – AusAID is seeking a standing panel of expertise for to draw upon for conflict vulnerability analysis and conflict sensitive programming activities. More documents expected from AusAID in Aug/Sept.

Over the next couple of weeks I hope to identify a number of good consultants and those that can work on short contracts for both these period offers. All I need is basically their up-to-date CV (no longer than 4 pages) and one page descriptions of 4 projects/activities in the relevant areas. The consultants can still set their daily rate and are paid accordingly.

Would you be interested in the Peace and Conflict Period Offer? Unfortunately I have little information at the moment and it is expected that AusAID will provide further information during August/September.

Also if you know of other people that might be interested in short-term AusAID work in the area of Peace and Conflict or Rural Development and Environmental Services, could you either please forward this message onto them or please recommend people that I could follow up with.

I hope all is well and if you need any further information, please do not hesitate to contact me.

Kind regards

Peter Stephen
