NCW proposes new Act to deal with indecency

New Delhi, Aug 24 : To strenghten the existing indecency-related laws, National Commission of Women (NCW) today proposed 'Prohibition of Indecent Representation of Women and Children Act, 2008', the recommendations of which have already been sent to the Women and Child Devepolment Ministry.

Speaking to mediapersons, NCW Chairperson Girija Vyas said,'' The present law - Indecent Representation of Women (Prohibition) Act, 1986, is not adequate enough to deal with all the aspects of indecency. The implementation and conviction rate under this act is also very low.

''To make it more powerful, we are proposing new ammendments under the Indecent Representation of Women and Children Act, 2008.'' ''Till now, the portrayal of indecency was limited to only print materials now we had tried to raise its ambit to visual media and internet also, particularly vulgar ads on TV,'' she added.

A penalty from two months of imprisonment to two years jail and a fine ranging from Rs 2,000 to Rs 5 lakh for the offender had been proposed under this law.

A Central Authority would be set up at the Centre and state level, specially where films and serials were being produced, to monitor the situation.

The authority would be given the powers of a Civil Court to summon, try and prove the guilt of an offender.

Talking about Commission's 2008 initiative 'Save the Home Save the Family' launched in collaboration with Crime against Women (CAW) Cell, Delhi Police, Ms Vyas said a lot of progress had been achieved in this field.

''For the first time police officers in Women Cell were given training in counselling to settle the cases amicably. Till now, the Commission had recieved 12,895 complaints, out of which action had been taken on 7,509. A total of 1,077 cases have been completed and 5,386 cases were pending but would be covered soon,'' she said.

Out of 111 matrimonial complaints, 61 have been decided and 26 were reconciled, that amounts to 43.3 per cent success, the NCW Chairperson informed.
