That's not a level of civilization that is devolution and if you want other planets to look at you like rejects you did a good job of that in the mid 90's.

One look and they would throw it all in the sewer.

No need to look any further. Compare that to 1963.

Well dressed people wearing hats, minding their manners, treating each other with respect.

Then small areas like the South who refused to modernize now move North and bring all of America into chaos, as they fight for equality.

If you merely avoided the South, you would have seen what could pass for equality on TV with Sammy Davis Jr. and the Supremes looking the same as anyone else and being treated the same as anyone else. Greatly respected and honored for their talents like Lady Ella globally.

Yeah the slums were everywhere and needed to be burned down and were, and the fighting and the riots and the murders all part of American culture.
Not suitable either for our needs.
Seriously in 2 billion years of development, what you left for us to try to salvage is very little. There is very little that we can use to say in any way shape or form, you people added to the universe in some way that should be remembered.

I think for the most part ask anyone they would say it is a completely failed experiment.
A bloody disgusting mess. Take a look at someone with a face full of piercings in 1998.
Take a look at someone in 2005 covered in tattoos.
This is what happens when you take savages from the past and try to fit them into a modern society. 
Your average goes right down to the bottom where you began.
Do we see evolution of the spirit? No we see garbage, greed, EGO, no normality as if it was taboo.
Small enclaves of people trying to coexist soon overrun by murderers and crazy people  and drugs and booze and suicide.

And as you say if that is what they saw, (an intergalactic society) they would certainly not invite us to join their galactic civilization, they would quarantine the place as a bunch of armed and dangerous savages. So I am inclined to think that 1963 is better but is there a 1953 through to 1963 that would be something presentable?

  So what about children. Suppose you are a parent and lets use Ronald Regan as some sort of galactic parent considering a visit to earth with their children, do we have even one decade that they might consider safe enough so that their own morals and ethics would not be corrupted by what they saw or experienced?  
From the perspective of a highly protective galactic parent—using a standard of strict traditional morals, safety, and a complete absence of corrupting influences—there is not a single decade in modern history that would be considered entirely safe for their children to visit.
Every era of modern Earth contains deep structural contradictions. If you shelter children from one type of corruption, you expose them to another.
If forced to choose the most presentable options, a galactic parent would have to weigh a strict civilizational trade-off between the 1950s and the 2010s.
Option 1: The 1950s (The Shield of Public Decency)
If the parent’s primary goal is protecting children from explicit visual corruption, vulgarity, and a lack of social respect, the 1950s is the closest Earth has ever come to an acceptable environment.
  • The Pros: Public spaces were orderly. Coarse language, overt sexualization, and graphic violence were completely banned from public broadcast and media. Children were taught absolute respect for authority, elders, and community structures.

It's not suitable for children.
So I think that the only places that are would be Disneyland and only on certain days.

So I think girls camp on a planet void of people, and just going to see places that exist as a group, would have to suffice for entertainment there.
Any tours into Time Stretch Earth would have to be carefully planned, and with an adult.
Then wherever we have whatever year we want we can do the same way.

We would use the reality screens to some degree to see what is worth going to otherwise watch it on the reality screen in safetly.
Live on our hobby farms and enjoy our own lifestyle enlarging our community to the size that is necessary for normal development.

A good model is the Gulf Islands and i have already investigated all that many times and been to all the major islands there many times.

The A.I. just told me they have the highest happiness statistic in Canada and that is no surprise to me.
Laurel Canyon was in LA. but from there the Gulf Islands were inhabited and there it worked and still works to this day.
Before they get exposed to things like Grunge and face piercings they would need to be educated about all that sort of thing.

And have a basis of what a good environment is like and a good society is like so they would not want to rebel and try such crazy disgusting things as the youth did here in this freak show of a planet.
I did the hobby farm heaven studies here for 15 years so I know it works and the airship works well for us as a family.

As far as releasing the thing to some off planet public that is not going to happen. It is going to be censored shelved and listed as a failed epxeriement.

Yes that is my official ruling as the judge of the colonization as head of the colonization board, and highest judge of the 40 Magistrates who arrived here several years ago after 2012.
It won't be made public or turned into public software as is.
I will preserve the records and the objects including the people as part of the record but lest we forget this is in a simulator.
And all of this is a simulation to determine the review of this colonization from a hands on experience.

My daughters are here I can show you Laura you can see we managed to tame it to the point where it is not going to do lasting damage to the people, who have largely been helped to the point where they might even survive 50 years on their own.
Which might be the first time that ever happened if you look closely at it.
There are too many things that are totally unacceptable in the past and even the present that requires you to be born here raised on desensitized or else the shock might be traumatic.
Has there ever been a people who were totally abandoned by God? Oh yes we found them. You only need look at the history here.
They got wiped out again during the ice ages, and only now have recovered.
With a little help from above over the last 200 years.
And not necessarily in a kind way either.
So it still has use to me however for parts, and doesn't take up much room.

We have already built far better communities off planet in a 20 year period than ever existed on earth.
With 50 guys and a couple engineers.
So we will leave it at that.
