70cc change

hey does anyone know when maryland changed the 50cc limit to 70cc? I thought I saw online that the motor scooter cc limit was raised from 50cc to 70cc? I know that Virginia rainsed their limit to 70c and I think speed of 45. if anyone can tell me if and when and give me the citation I woudl greatly appreciate it

ALSO I woudl like to have the citation on motorcycle helmets are required for anyone over the age of 16, because as I see it in the maryloand Vehicle Code 21-1207.2 paragraph 1 AND acording to the Maryland State Police An individual under the age of 16 years my not ride on a scooter or on in-line skates on any highway,bicycle way, sidewalk, or other property open to the public or used by the public for pedestrian or vehicular traffic, unless that indiviual is wearing a helmet that meets or exceeds the standerds of the American National Standards Instute, the Snell Memorial Foundation, or the American Society of Testing and Measurments for protective headgear for use in bicycling or in-line skating. other than that I do not see ANY requirement that says it's manditory to wear a helmet on riding a motor scooter, although I think it's stupid NOT to wear a helmet I woudl like it pointed out to me so I can settle an argument.
