If you received a title for you scooter it is most likely because the
certificate of origin for the vehicle has the word "Motorcycle" in
its text. My 50cc scooter is officially a motorcycle as far as the
MVA is concerned because of the wording of the certificate of origin,
even though the vehicle meets all physical requirements of a vehicle
defined as a scooter ( the definition under Maryland law) which would
normally NOT be subject to registration or possession of a motorcycle
license.. the MVA WILL NOT ISSUE a title for a 50cc scooter, if they
do it will be a "class D" title which for all intents and purposes
turns your lowly 50cc into a motorcycle and is now subject to
motorcycle registration AND licensing AND plates. Any scooter ABOVE
50cc is officially a motorcycle and subject to all regulations that a
motorcycle is. If you are purchasing a new 50cc scooter from a dealer
with the hopes of avoiding the MVA make certain that the certificate
of origin from the manufacturer does not describe it as a Motorcycle,
do not let the dealer brush you off on this. It is ridiculous and
makes no sense but thats the way it is.
