West Kent Future Bus Developments?

While in the far West of Kent on June 6th, I stopped off in Markbeach near Edenbridge and while killing time waiting for a shot, I read the Village notice board which included the attached paragraph relating to Public Transport, and mentions the Cowden Minibus getting a Bus Grant and a prospective New RailLink Bus Service between Crawley and Tonbridge.
This was all they wrote and so I accecpt its not much to go on, but since very little happens Bus wise in that Area I thought it was worth a mention anyway.

I wonder if that's the latest idea from the Gatwick realm, following on from the 500 to Eastbourne? 

With apparently no prospect of returning Tonbridge-Redhill trains to Gatwick, presumably a direct link by bus is the next best thing? Crawley - Edenbridge - Tonbridge, perhaps, or more likely, Crawley - East Grinstead - TW - Tonbridge, especially as the 291 already goes as far as TW, and there are currently no links east or west from Edenbridge (the bus links from there go north to Oxted or south to TW).

I did a little bit of research this morning, but to no avail - the Southeast Communities Rail Partnership website doesn't actually have anything about this on it, and the most likely link doesn't actually have anything about rail link buses on the destination page! 
The road layout will be the issue there - it takes something like 90 minutes, single-deck restricted, to do rail replacement between Tonbridge and Redhill, easily more than double the time of the train. I wonder if the Parish Council have got something twisted, and it is bus links to stations along the Tonbridge - Redhill & Crawley lines being referred to, rather than a bus between the two locations? 

The other mention at Cowden appears to relate back to something that was first raised to a councillor last summer, according to Parish Council minutes. There have been discussions with Sevenoaks District Council and Kent County Council since, but there was nothing to report at April. Minutes of last week's meeting are not yet available.
