These series fixes some tests on STM32 F3, and update the SMT32F3 hal.
With the pull request #2090 , the tests are passed.

The first commit should not be here, it was pushed ot the release branch :) please split patches - hal update should be separate PR ?

This pull request now contains only the HAL update.
Other separate pull request will come with the other fix.
