[mbedmicro/pyOCD] STLink v3 support (#628)

Hi

Current message while connecting STLink V3:

ProbeError: STLink 004A00493137510639383538 is using an unsupported, older firmware version. Please update to the latest STLink firmware. Current version is V3 v3J0, must be at least version v2J24.)

Now, version check is done only for V2

Hi @jeromecoutant, thanks very much for the PR! Were you able to use this successfully? I had been slowly working on STLinkV3 support in the background (flit:feature/stlinkv3, just pushed to GitHub) and noticed there were a few other version checks that needed to be changed. Plus the new commands for changing SWD/JTAG frequency—will the old commands return errors from V3 firmware? I hadn't moved forward with my V3 support branch because I still wasn't able to successfully connect to a connected target for some reason.
