Ireceived my new iphone 6 today with a long waiting history, but when I receive my new phone, I can not open the sim slot because the company does not give me a SIM ejector tool. I just want to know why

I live in the UK so it may be different but If you got a contract phone from a carrier service like EE (UK) or AT&T (US) etc. you won't get a sim ejector tool because a sim should be already will be in it but if you bought the phone directly from apple unlocked or another store unlocked it should come with one but surely you should have a paperclip, sewing needle lying around in your home?

There is a difference between unlocked and carrier-independent. For example, all Verizon phones are unlocked, but they come with a SIM pre-installed. As far as a SIM tool is concerned it is not related to unlocked or how much you paid. If your phone comes with a pre-installed SIM it will not come with a SIM tool even if it is unlocked. If it does not have a pre-installed SIM it should come with a tool.

My unlocked iPhone X came without the tool, it has an AT&T sim inside, but still is weird to me that they don't include a key maybe people want to use other carrier etc (I live in Romania and I must change the sim).
