I hope there's a path-editing tool that can just convert a path the way you (and fifty thousand other Inkscape users) want, somewhere out there. If not, this would make a great weekend coding project.
Here's another method that I've just discovered when I wanted to add rounded corners to an existing irregular polygon for the purposes of creating a laser cut perspex design that is more resilient to cracking.
Inspired by bonaccia answer (thank You for it) I discovered that to get control over rounded corners You can use some additional rectangle or square and a snipping feature. Check out the following GIF I made.
I have used another method. Once i got used to it, and learned how to use the snapping options, I find that I could work pretty fast. This works best with paths composed by orthogonal lines that are parallel to the axis.
Select the Edit paths by nodes tool and select your shape. If the end of your shape is flat it should have two nodes, one for each corner. Select those nodes and click the Insert new nodes into selected segments button: This will add a third node in between the two nodes on the end, and will look something like this:
Be sure to use Ctrl+drag to drag in a straight line. Now that we have a point we need to allow the node to be smoothed out, and this is where the Make selected nodes symmetric button comes in: . This adds some handles to the node to allow us to change the shape of the node. It will look like this:
For a purely cosmetic effect (that is, you don't end up with a rounded path) you could try applying the Filters > Blurs > Cross-smooth effect. Then open the Filter Editor and set the Standard Deviation Effect Parameter to about 1.0.
Another method is to create a stroke and set the Join and Cap to be rounded. Copy the path and paste in place and remove the stroke from the copy. Then select the original and select path > stroke to path then union the 2 shapes back together.
Its a shame a bunch of people added a bunch of duplicates and off topic answers. It makes it hard to share new answers that inculdes information that was not available when the question was originally asked.
The dialog is the panel that opens to the side of the window, or opens floating (its opening location is contingent on the configuration that you use, if your instance of inkscape is defaulted it will open pinned to the SVG graphic-design software's window). The Path Effects Menu is a completely different entity all together, and it is made accessible through the Path effects dialog. The Path Effects Menu contains the actual Path Effects for you to choose from.
You can confirm that it was added because a bunch of options will be made available in the Path Effects Dialog. You should also see green nodes on your path where ever there is a corner. will have green nodes if you select the edit path tool which looks like this
To use the path-effect, select any number of green nodes, then drag them. In the image below, I choose an odd shape, the type of shape that is difficult to round symmetrically. It sorta looks like an axe with a point. To round the point I have selected the node, and dragged it back. Before I let the node go, I took a screenshot, this is that screenshot.

Inkscape is an open source software that is almost equivalent to corel draw, although not as famous as the corel draw itself. But this software already meets the standard XML, SVG and inkscape CSS can also run on windows operating system, so this graphic device is really friendly with you who have talent graphic designer.
The second step, click the icon create and edit the text object on the side bar, then write a word or sentence that want created graffiti effect, here I just write an "INKSCAPE" as an example for this tutorial, then set the form of writing and size by way click on the Text and font icon on the menu bar, or press SHIFT + CTRL + T on the keyboard, click on apply button on the Text and font command screen. to enlarge the font size can also by the way, click on the text then click on one of the arrows in the corner of the text and then use scrool on the mouse.
The third step, the text block and then click the un group icon, then click the path on the menu bar and select union. then change the color of the text to whatever color you have available in the task bar, then click fill column on the fill and stroke command screen, then select the linear gradients icon and click edit button, then click the add stop arrow on the menu bar and choose the second color or the second option, then on the bottom color screen point the alpha opacity from the left side to the right, and move the alpha opacity in the top color column to determine the color of the desired option.
The fourth step is to duplicate the text and then change the color to black and click the lower selection to bottom icon on the menu bar, and then hold down the CTRL key and press the zero key on the keyboard a few times so that the black line effect looks thicker, or adjust to your wishes -something. Then make a duplicate of the effect and then change the color again, choose the color you like, then click the lower selection to bottom again icon and hold down the CTRL key press the zero key as before so that the effect appears thicker.
The fifth step, select all objects, then right click and select group, then move the arrows on the corners of the text to tilt or reverse, here need creativity to form objects to be interesting, so do not have to follow the way I do. Then open your file folder and drag and drop files wall that had been prepared, place text and then click on the icon above the lower selection to bottom on the menu bar. then click on the text effect given the color before, here the color green and then change the color to white or whatever you like, and not necessarily, if indeed the color is final, then let it go.
Step six, right click on the wall file we uploaded earlier, then select duplicate, then hold down the SHIFT key on the keyboard then mouse to select the text, or object text, then click the object in the menu bar select Mask and select Set
Then the text will soon change with the effects of graffiti, and here I make the text in two colors, green and white.
The seventh step, or the last step is to save the file, how to click the file on the menu bar, then click Save As then select the file format then click Save, here I suggest to save the file in two formats, the first save in SVG format and the second save in PNG format. The function of saving files in SVG format is to make it easy for us to re-edit the file if needed someday, while the file storage in PNG format is to facilitate us to upload files to any media.

Jadi mungkin anda mungkin berpikir Kenapa bisa gratis? Jawabannya karena ini sifatnya open source dan dikembangkan secara volunteer dari seluruh dunia. Juga dari sponsorship perusahaan perusahaan donasi perseorangan dan dukungan infrastruktur dari banyak pihak, memungkinkan terwujudnya Inkscape ini.
Kalau anda kira seperti itu? eits, Tunggu dulu, ada Linux, Android, Chrome, Firefox, LibreOffice, Blender KDE, Krita dan lain-lain. Semuanya adalah aplikasi berkualitas yang ternyata dikembangkan secara open-source. Open source belum tentu jelek. Malah di bidang software development justru banyak sekali aplikasi/tooling terbaik di kelasnya yang open source.
Seperti yang kita bahas barusan, alasan ini berkaitan dengan isu legalitas perangkat lunak. Karena harga Adobe atau Corel kita akui mahal, dan sama semua di berbagai negara, maka negara berkembang kayak Indonesia ini akan berasa banget mahalnya dan seringkali di luar jangkauan.
Kalau kelas perusahaan atau agensi besar, mungkin biaya lisensi enteng aja ya karna memang worth it. Tapi untuk skala perusahaan yang lebih kecil, atau perorangan pribadi, pelajar dan mahasiswa, nilai lisensi software segitu jelas mahal ya.
Jadi ada banyak cara untuk menyikapinya. Sebagian orang harus bersusah payah beli walaupun berat dengan biayanya. Sebagian ada yang memilih pakai versi ga resmi alias bajakan, dan sebagian beralih ke aplikasi lain yang gratis, yaitu salah satunya adalah Inkscape.
