UV Layout with UV shells at near same texel density?

Hello list,
after many years away from maya I'm diving back in.

I'm uv'ing an object using a combination of methods. Things are going well until I want to layout the UV shells and have the UV shells be scaled to have very similar texel density. 
The layout function has '3d unfold' and 'legacy' methods for this but both aren't working as I want.
Not sure what's going wrong?

Turn on prescaling should do it.

in the uv toolkit go to transform -> tool -> texel density. Select a shell with the correct density, hit 'get'. then select the others and hit 'set'.
