stuck in tweak mode

I have this strange issue where i'm in "move" tool,

and if I click drag with the Left Mouse button on the surface it moves my object

I thought I was in tweak mode, but I'm not,

i tried turning it on and off a few times, but alas no, it keeps doing it

if I restart maya. it goes away

the only new thing I have going on is NEX installed, but the plug-in is NOT loaded.

any ideas?

Maybe "Click Drag Select" is turned on?

Preferences>Settings>Selection>Click drag select
