Maxsi Distribution SRC, ReadMe, Tools Update (Optional)

An update to the Maxsi Distribution SRC, ReadMe, and Tools has been
released. The changelog is as follows:

Maxsi Distribution SRC:
- Introduced Batch-Scripts to handle copying, compiling, releasing,
and setting environmental variables.
- Changed the custom build step to use the MaxsiCopy.bat batch file.
- Made MaxsiReleaseCMD.exe use an external manifest.
- Introduced the MaxsiCRuntime layer for MinGW. Lots of work on the
MinGW version of Maxsi Engine.

Maxsi Distribution ReadMe:
- Created a ReadMe Folder.
- Added a readme.

Maxsi Distribution Tools:
- Created a Tools Folder.
- Provided both 32-bit and 64-bit 7zip command line program.
- Provided 32-bit vspc.exe.
- Fixme: Release Maxsi Distribution.bat doesn't work out of the box
yet.

The updated Maxsi Distribution SRC code is available at the Maxsi
Distribution SVN.
