These services include issuing accurate and timely paychecks, processing leave accruals and time records, tax withholding and direct deposit, university training related to payroll and accruals, and maintaining payroll records. We also ensure that all services are in compliance with Federal, State and Civil Service Regulations, Bargaining Unit Agreements, SUNY Policies of the Board of Trustees, and Binghamton University Policies.

To be considered for exemption due to a U.S. tax treaty employees must complete and submit BOTH forms below each calendar year. Please note the exemption will only be on earnings paid after the exemption is granted. There is a ten working day window for the IRS to review the request once it is received from the University.
After these forms are submitted, a determination of eligibility will be made. If you are not eligible to claim such an exemption, you will be notified by Payroll, and tax withholding will begin immediately.

Please check your W-4 withholding regularly. If your life situation changes, like getting married or having a child, it may effect how much tax is withheld from your paycheck. If you claim exempt on a W-4 form and you still qualify for an exemption, you need to fill out a new form by February 15 each year.
You can enter your information for an exemption from federal tax in Employee Self-Service. To claim an exemption from state tax, you need to fill out a paper form and provide it to Payroll Services. Paper forms can be found on the W-4 webpage.
Monthly payroll cutoffs are five business days from the end of the month. Complete your direct deposit and W-4 form requests before the cutoff in Employee Self-Service. You will receive your monthly paycheck on the first working day of each month.
Biweekly payroll is processed every other Thursday. To be included in the payroll, submit your time records by the Tuesday before. Departmental deadlines may vary. You will receive your biweekly paycheck every other Tuesday.
New State Employee? All new state employees must fill out the State Emplyoee Direct Deposit form,even if they are requesting to be exempt from using direct deposit. The completed form can be emailed directly to

State Employees: Direct deposit advice statements are distributed by the enrollee's agency. If the statement is unclaimed, it will be held by the agency for thirty (30) days after which time the statement will be destroyed.
