Unable To Download _VERIFIED_ Xampp

So instead of C:/xampp/htdocs/wordpress my site runs from E:/GitHub/wordpress. The start pages opens in the browser. I can also access the admin page. But every time I try to upload an image, I get the error above.
Press Windows + R to open the Windows Run prompt. Type in sysdm.cpl and click OK. Open the Advanced tab and click on the Environment Variables button in the System Properties window.
Add variable name: "OPENSSL_CONF" variable value like: "C:\xampp\apache\conf\openssl.cnf" with the path where you installed xampp. Note that after setting an environment variable you need to restart Windows for it to work.

Hi,Same problem here. But it's the same error on both a local xampp install (latest version with php 7) and on serverpilot.io default app setup with mysql database. When I try the tips that I came accross (change the charset to utf8) don't work at all.
