updated MPEnv instructions for matgen cluster

Hi Everyone,

for the MPenv users who formerly logged in through Carver to run computations on the matgen cluster, please find the updated instructions at

The cluster now uses the login node matgen.nersc.gov and SLURM as queueing system. Some introduction to SLURM can be found at

https://www.nersc.gov/users/computational-systems/cori/running-jobs/slurm-introduction/
