Mathtex 0.3 Released

Hi all,

I have just pushed out the final release of 0.3. Although I had hoped
for it to include a new tests system (that would be accessible from
python, rather than just a CLI application) I decided this morning
that the design was flawed. It will have to wait until 0.4 it seems.

Please report all and any issues :)
