ಜಿಲ್ಲೆಗಳ ಶ್ರೇಣಿ ಅಥವಾ ಜಿಲ್ಲೆಯೊಳಗೆ ವಲಯಗಳ ಶ್ರೇಣಿ ಡಿಕ್ಲೇರ್ ಮಾಡುವುದು ತಪ್ಪು ಸರ್. ಉತ್ತಮ ಶ್ರೇಣಿಗಾಗಿ ನಕಲು ಹೊಡೆಸುವ ಸಾಧ್ಯತೆ ಇದೆ. ಉತ್ತಮ ಶ್ರೇಣಿಗಾಗಿ ಅಧ್ಯಾಪಕರ ಮೇಲೆ ಒತ್ತಡ ಹೇರುತ್ತಾರೆ. ಶ್ರೇಣಿ ಘೋಷಿಸುವುದರಿಂದ ಜಿಲ್ಲೆ ಜಿಲ್ಲೆಗಳ ನಡುವೆ ವೈಷಮ್ಯ ಬೆಳೆಯುತ್ತದೆ. ಈ ವೈಷಮ್ಯವು ಮೌಲ್ಯಮಾಪನದ ಮೇಲೆ ಪರಿಣಾಮ ಬೀರುವ ಸಾಧ್ಯತೆ ಇದೆ. ಇವೆಲ್ಲವನ್ನು ತಪ್ಪಿಸಬೇಕಾದರೆ ಜಿಲ್ಲೆಗಳ ಶ್ರೇಣಿ ಘೋಷಿಸುವುದನ್ನು ನಿಲ್ಲಿಸಬೇಕು. ಮಾತ್ರವಲ್ಲದೇ ಜಿಲ್ಲಾ ಕೇಂದ್ರಗಳಲ್ಲಿ ಮೌಲ್ಯಮಾಪನ ಮಾಡುವುದನ್ನು ಕೈಬಿಟ್ಟು ಮೊದಲಿನಂತೆ ಡಿವಿಜನ್ ಲೆವೆಲ್ಲಿನಲ್ಲಿ ಮೌಲ್ಯಮಾಪನ ನಡೆಸಬೇಕು. ಅಥವಾ ಜಿಲ್ಲಾ ಕೇಂದ್ರಗಳಲ್ಲಿ ಮೌಲ್ಯಮಾಪನ ನಡೆಸಿದರೂ ಕೂಡಾ ಬೇರೆ ಬೇರೆ ಜಿಲ್ಲೆಗಳ ಉತ್ತರ ಪತ್ರಿಕೆಗಳನ್ನು ಮಿಶ್ರಗೊಳಿಸಿ ಅಲ್ಲಿಗೆ ಕಳಿಸಬೇಕು.
