Job Purpose:

This role will involve responsibility to ensure that the network backbone and shared resources including servers are configured and maintained in a manner that will provide smooth operation of the IS infrastructure which supports the MIS of FINCA DRC. These include design and maintain the computer networks by setting up internal and external networks, and making sure they continue to function properly. The JNA is responsible for installing equipment, identifying and fixing problems, upgrading equipment, and other duties.

Specific Tasks, Duties and Responsibilities:

In conjunction with the Network Manager, designing and recommending appropriate Network Infrastructure and technologies for FINCA DRC.
Installation, configuration and Update of network, servers software upgrades, file sharing and domain security protocols.
Configuration and managing servers (Windows, Linux).
Setup, manage and enforce group policies and network security policies on the LAN, WAN and Internet.
Installation and maintenance of corporate email systems.
Ensuring availability of the network and banking system resources at all times.
Install and maintain network cabling.
Provide technical advice as required for system planning.
Developing and maintaining network standards and keep all documentation related to the network infrastructure.
Investigate problems with network components and hardware and ensure appropriate corrective actions are taken.
Develop good working relationships with other members of the team and vendors
Perform any other related duties that may be assigned from time to time.

Knowledge and Skills:

Mandatory

Working technical knowledge of network and PC operating systems, including Windows 7, Windows 2003/2008/2012 Server, and Linux variants.
Working technical knowledge of current network hardware, protocols, and standards, including hardware
RAID, Active Directory, TCP/IP.
Experience in the use of routers, switches, hubs and other network interfaces.
Proven ability to resolve network problems efficiently and effectively
Working knowledge of Enterprise Antivirus.
Proven ability to balance, prioritize and organize multiple tasks
Hands-on hardware troubleshooting experience.
Able to install, support, and troubleshoot server and PC hardware components and peripherals.
Fluency required in French, English will be an added advantage
Good understanding of the organization’s goals and objectives.
Desirable

Working technical knowledge of VMware ESX Server, Cisco.
Able to install and support Microsoft SQL Server 2003/2008.
Knowledge of banking systems is an added advantage.

Recommendations related to up-grading of the network infrastructure and associated peripherals.

Impact and Consequence of Error:

Damaging errors:

Errors related to network design may result in the misalignment of the banking system to the business.
Errors related to upgrading of network infrastructure might lead to inefficiencies in network services.
Errors related to design of security policy may lead to financial losses.
Errors related to managing change requests, which require pre-approvals and accurate implementation to avoid loss of previous configurations in the failure of new configurations.

IS Policy and Operating Manual

Strategic business plan and management guidelines and circulars.

Degree of Autonomy:

Moderate autonomy in decision making related to management of the FINCA DRC information system.

Qualifications:

Mandatory

College diploma or university degree in the field of computer science with a focus on network design and
2 years relevant work experience.
Network+, A+ certification.
Desirable

Holds or is working towards Microsoft MCITP certification.
CCNA, Security+, Server+ certifications.
Variety and Complexity of Functions:

The job holder will be managing the network infrastructure with different provider(s).The incumbent will also be responsible for quality assurance and obtaining service line agreements on the performance of the system and to ensure the set standards are adhered to.

The job holder has to uphold confidentiality with regard to all information coming to him/her by virtue of the position.

The job holder has indirect responsibility over funds related to the procurement, maintenance and upgrades of the core banking system and its related hardware and software to ensure that FINCA gets value for money.

Financial:

FINCA information systems costs are within budget.
FINCA is able to get a good return on investment in computerized banking systems.
Operational:

Minimum downtime on information systems.
Users are able to utilize the information system to optimal levels.
Adherence of Incident and change management processes.
<80% open application incidents within review period.
Other performance measures will be aligned to IS Strategy.
Staff:

The staff have the right skills and knowledge to perform to the required standards.
The staff are motivated to perform to meet the annual targets.
The staff are rewarded based on their contribution to departmental objectives and targets.
Customers:

FINCA is able to deliver services promptly and timely to customers.
FINCA financial reports are produced accurately and timely.
FINCA has an efficient information system.
