to Mathematics Specialist Certificate in Pennsylvania Group
Before becoming a math specialist the educator needs to have at least
5 years of classroom teaching & perhaps more. Three years is
definitely not enough.

I have to agree. Otherwise, it can become just another credential that a teacher works towards to complete the additional credit hours required by the state for permanent certification. three years really isn't enough.
It is important that we get this right the first time since there will be a lot of eyes on the results.
