As I currently do not have much time for a german course (and frankly do not feel like paying for one), I use it in conjunction with reading german, watching german TV, and, most importantly, trying to engage my neighbours, kids' teachers, and swiss friends in german conversation. Slowly progress is being made.

As a college professor I'd say that a semester course generally takes a lot more than 34 hours of work (At Carnegie Mellon the expectation is that a semester course takes 9 hours per week for 14 weeks)."Sounds pretty impressive to me.
But the usual comments apply, that one method or tool isn't going to cut it. Duolingo is definitely worth having on your list, but other approaches are needed e.g. a flashcard app to build your own vocabulary lists -- my favourite is Quizlet. Listening practice is essential, so check out DW.de as well as watching German TV (many programmes have German subtitles which helps a lot). There are some good podcasts out there too. Check out Laura's German GrammarPod. And YouTube. Loads of good stuff there. And reading -- try reading some specially designed Krimis e.g. -am-morgen .
You can take a trial class to see if you like your teacher. I was happy with trail so I started the course at A1 level.Having done A0 previously at Bern volkschule, I found the skype class much more efficient. Because its essentially a private class, so I have one full hour to talk and learn. Its a great value at only 15eur per hour (now =15chf )With only about 15 classes I have completed level A1. And since its a private class I am more motivated to do my homework and revise before the next session.
