Hi,
I'm a bit confuse. Say if i have a WPS qualified for ALL DIAMETER. During WQT, the welder is tested with 6" diameter test coupon. 
After WQT, can the welder perform welding for 1.5" diameter pipe?

Can anyone clear my doubt?

No.  See QW-452.3.

 

If tested on a 6 inch diameter coupon, he is qualified for a minimum diameter  of  2 -7/8 inch (73mm).  He/she is qualified to weld any greater diameter than the minimum.

No welder is not permited to do welding for 1.5inch dia pipe as per section IX QW 452.3

Is it fillet weld or butt weld. You have to re qualifiy the welder for the small bore

 WPS and WQT are two different documents, WPS always qualified for all diamter, only limited to thickness and other essential variable.
but for WQT see ASME Sec IX welder Performance section the essential variable is very clearly addressed in a table. if a welder welded in 6 inch pipe he can weld dia above 2 7/8 inch to unlimited. he cannot weld 1.5 inch.

Under which code are your referring to.
The range for thickness and diameter for WPS and WQT are different.

Do not be confused
according to ASME IX QW-452.3 (copy attached) YOUR WELDER IS now qualified to weld from  2,7/8" to UN limited dia.
and according to the table if the welder tested
1-any dia. over 2,7/8" he is qualified to weld from  2,7/8" to UN limited dia.
2-any dia. from 1" to 2,7/8" ie(1" or 1,1/2") he is qualified to weld from  1" to UN limited dia.
3-any dia.less than 1" ie(1/2" or 3/4") he is qualified to weld from size welded to UN limited dia.

Do not confuse with WPS and WPQR. Pipe dia restriction is only for welder not for WPS. Since ur welder is qualified in 6", he can not be permitted to do 1.5" dia pipe.
