Hot tapping between piping and pipeline

we have hot tapping 

from process piping b31.3 design 

to cross country pipeline old pipe i think api 1104 design

WPS that need to folow  api 1104 or asme b31.3.

Definitely, to qualify the procedure, you must follow API 1104 Annex B.

And by the way, our experience in hot tap fitting welding projects, on pipelines with gas flow, API 5L X60 pipe, Ø 12" and API 5L X70 pipe, Ø 16".

Hello,  

ASME B31.3 is not having any references clause for HOT welding procedure qualifications. 

Yes, the fitting design shall be designed inline to B31.3 for process piping and the field welding of the fitting on the live system shall be done as per API 1104 . 

Note : In case of fitting fabrication, let say in barred tee the weld joint between flange and sleeve , the shop welding can be carried out inline to ASME section IX.
