WPS requalification for repair weld ASME B31.3

Greetings,
Need expert opinion for the following query:
Construction Code ASME B31.3, Qualification ASME BPV Sec. IX.
One of the WPS is qualified for Low temperature Carbon steel with impact testing and PWHT. The qualification range is 20mm to 36mm. 
PWHT is applicable (Project specification). Soaking time was 1 hr 30 minutes.
Question: Is this WPS qualified for a repair weld with this soaking time? 
Is a new PQR to qualify the repair joint?

Greetings 

Yes — only if the repair weld falls entirely within the qualified range and the PWHT performed meets the same essential variables as originally qualified.
If any variable in the repair (thickness, PWHT hold time, PWHT temperature, base material, filler metal, joint design) exceeds the qualified range, then the existing WPS cannot be used and a new PQR is required.

The qualification range would be 16 to 36mm if you qualify a PQR On 18mm plate thickness, PWHT soaking on pqr is 1hr 30mins so maximum soaking with impact will be 1hr 52.5hrs, if you are doing the resoaking and if the total soaking time ( Actual PWHT & Repair PWHT soaking time) is within this range you can use this, if it exceeded need to requalify.

The above explanation is based on With impact testing below the Lower transformation temperature (AC3)

If new PQR qualification as per client specification is there means no need to ask this question, normal & repair PQR should be qualified separately. If we are talking on the basis of ASME SEC 9 & ASME B31. 3, below Explanation is sufficient.

See snap shot below from ASME B31.3. No Repair procedure is required. But PWHT has to be performed after Repair. PWHT soaking time should have been added during the original PQR Qualification or Simulated test coupon including Repair soak time shall be included during Material testing.

 ASME B31.3 refers ASME Sec.IX for WPS/PQR qualification. PWHT Soak time after Repair will be considered during original PQR qualification and when Charpy Impact tests are required, below snap shot of ASME Sec.IX applies.

Normally in Pipe Mill, MPQ (Manufacturer Procedure Qualification) with welding & Heat Treatment will be performed including repair PWHT cycles during pipe production.
