GTAW is a less heat input process then SMAW.
"Concentrated Arc permits pin point control of heat input to the
workpiece resulting in a narrow heat-affected zone".

Dear MKP,

The power at the ARC GAP in 

GTAW = Welding Current * [10 + 0.04x Welding Current]
SMAW = Welding Current * [20 + 0.04x Welding Current] 

So even at the same current level the heat input for SMAW is more than that in GMAW, plus with additional features like Pulsed GTAW, it is easier to reduce the heat input (the same option is not possible in SMAW).
