'Runner plates' are metal extensions which are sometimes attached to the top of vertical seams or vertical  weld test plates. These runner plates are generally  called  'Runoff' plates. They will not be specified in the weld / job specifications or codes. They are used by 'experieced' welders who want to prevent the large weld crater or shallow area that comes when a welder terminates his vertical weld at the end of the plates. The runoff plate is generally tack welded to the top back side of the vertical seam being welded. It generally extends 3-6 in. above the top of the test plates. The welder then can continue his weld upward
beyond the 'terminus' of the vertical plates on to the 'Runoff or Runner plate thereby assuring the 'terminus' will be full of metal and not shallow. When the weld
is completed the welder will simply grind off the runoff plate assuring the top is full of weld metal and not shallow. This is very important in welding the multiple plates of a pressure vessel or tank. I hope this explanation will be of benefit to you.
