A671 CC 65 Cl22, is welded & stress relieved pipe , where the starting base metal is SA 516/65. ASME Sec-IX classifies this grade as PNo1 Gr 1. As per MR-0103, Cl 2.1.8, welds on these pipes needs to meet requirements of SP-0472 (i.e 200 HBW max hardness on weld deposits and 248HV10 hardness in HAZ).
Coming back to your queries, these would be the answers:-
Issue 2: Supplier does not declare in the MTC whether the pipes are
complying to NACE MR0103 or not. Is it mandatory for supplier to declare in MTC?
however supplier meeting the chemistry control and hardness requirements.
