That is correct. Thickness shall be 10mm.
Note: For face bend specimens, the 5mm removal shall be from the root side. For the root bend specimens, the 5mm removal shall be from the face side.

As per ASME Sec-IX,
The thickness of the face bend and root bend shall be the same as of test coupon.
Only thing is the machining allowances in order to make the specimens flat shall be deducted.

But ASME sec-ix restricts the use of face bend and side bend for pqr thickness above 10 mm.
How it will qualify for 15 mm then??

Please take a look at the two attached pages taken from the 2011 Section IX.
QW-451.1 states that root and face bends are required up to 19mm (3/4 in.) but that side bends may be substituted for the root/face bends for thicknesses between 10mm and 19mm, inclusive. (see highlighted items)
QW462.3 states that for base metals 10mm thick and greater, the bend specimens are to be 10mm thick. (see highlighted items)
