SA515 is intended for moderate to high temperature, in that case please check and compare stress values at elevated temperatures for SA515 Vs SA387, I think for optimum thickness (and more economical) designers generally prefer SA387. This is my guess

This may be preliminary but I wish to why specifically in India manufactures always go for SA-516 Gr.60 and not SA-515 Gr.60? Though Tensile strength of SA-515  Gr.60 (60-80 ksi) is more than SA-516 Gr.60 (55-75 ksi). Please let me know experts replies.

to my understanding, the following may be the explanation to the original
query.

SA 515 is intended for moderate or high temperature applications like
boilers or low pressure steam applications. Its metallurgy(mate/heat
treatment) is such that they are good in creep resistance at higher
temperature.

This differentiation is not considered in ASME sec. VIII while Sec. I
allows the use of A515 material upto 1000 F (~530 C) while use of A516 is
restricted to 850 F (450 C). Normally, CS is not used for very high
temperature applications (beyond 350 C) as there is a drastic reduction in
allowable stress. Thus, the advantage of A515 over A516 is neutralized.
Instead, there is an increased tendency to use A387 (Cr-Mo steel)
