Can I write single WPS with two PQR .PQR are different process. onePQR SMAW & one PQR SAW

Yes, you can write a single WPS supported by two different PQRs with different welding processes, provided the following conditions are met as per ASME Section IX:

You can combine 2 PQR's to form a WPS provided all essential variable & supplementary essential variables or same. In your case for combinin 2 processes, base metal and weld metal thickness range shall suffice.
