Bend Test for 2" SA106 Gr. B Pipe - Material Rejected

Dear Experts,

We have procured 2" - SCH160 - SA106 Gr.B - NACE0175 MR pipe for our
pressure vessel project. Unfortunately AI rejected the material
because in MTC bend test is not done and only flattening test done.
Kindly give suggestions how to handle this one.

As per SA106M - E2010 - Cl.11 Bending Requirements
Cl.11.1
" For pipe NPS 2 [DN 50] and under, a sufficient length of pipe shall
stand being bend cold through 90 degree around a cylindrical mandrel,
the diameter which is twelve times the outside diameter (as shown in
ASME B36.10M) of the pipe, without developing cracks. When ordered for
close coiling, the pipe shall stand being bent cold through 180 degree
around a cylindrical mandrel, the diameter of which eight times the
outside diameter (as shown in ASME B36.10M) of the pipe without
failure."

Bending test for Pipe sizes  2" and  below is a Mandatory requirement for SA 106 Gr. B. So,  Test report shall report the Bend test result. 
 
I suggest
 
1) Since it is a mandatory requirment, so there is no way it is missed in TC,  Just check with Concerned mill why Bendig test is missing in TC. If mill can able to give you  the satisfactory reply, it can be accepted.
 
2) With the approval of your AI, you may conduct a Bend test from a Labaratory witnessed by a TPI and support the TC with Lab test report. (if it is economical than buying a new pipe)
 
If both of above failed, then no other option to accept the same pipe.
