It is meaning that any thicknesses below 13 mm will be qualified to 2t for example if a welder made weld with 6mm then its thickness qualification will be 12mm
But any thicknesses equal to 13mm or above with minimum three layers, the qualification will be maximum to be welded for example if a welder made weld with thickness of 13mm then its qualification will be unlimited but the weld must be with minimum three layers

I think your reference may be wrong. Please look at QW-453 "Performance
Qualification Testing".

1 thing need to be carefully considered during the preparation of welder pqr that "MAXIMUM TO BE WELDED" is limited with the WPS which you are qualified to. This means that even if you have welded a test coupon with a thikcness of more than 13 mm your qualification range in thickness will not be a MAXIMUM TO BE WELDED but will be a maximum figure shown on your WPS.

best regards,
Elshan feyzullayev.

It is means that if the welder make a weld with thikness below 13 mm Thk.
he will be qualified aore duble thikness he weld for example if he weld thickness 9.53 mm he will be qualified up to 19.06 mm, but if he make a test in thikness for 13 mm and above he well be qualified for unlimited thikness for example if he make a test in 14.27 mm he will be qualified for unlimited thikness.

Best regards

hi,
Also keep in mind that if he weld a single process(either SMAW or GTAW) with 13mm(with Min,3 or more pass) & above then he is qualified to weld in that process for unlimited thickness.

Let say, if he weld 6" S-160 the thk is 18.26mm,

Assume he weld the root with 4 mm thk GTAW,  then he is qualified to weld with GTAW is 8mm

then the balance thk 14.26 with SMAW,  then he is qualified for unlimited thk in SMAW.

Regards,
P.Mahendran

If u qualify a welder with above 13 with minimum 3 layers, he is qualified for " max to be welded". if u have joint of maxmum 250 mm in ur shop he is eligible to weld this joint
